An enthusiastic crowd of community leaders, residents, and business owners were welcomed to the Grand Theatre Center for the Arts on March 11 to hear Tracy’s State of the City

Mayor Dan Arriola welcomed attendees before inviting a host of distinguished guests to the stage to highlight the future plans and exciting updates in store for our vibrant community.

Tracy: The Next Chapter

“I want to talk about the next chapter,” Mayor Arriola began enthusiastically. “Not just a slogan, not just a theme for the year, but a mindset for a city that knows something important. The City of Tracy isn’t just growing. Tracy is rising. And the work we have done together over the past year proves it.”

That momentum has been evidenced by the arrival of several new businesses, including Dutch Bros Coffee, Urban Air Adventure Park, and Tru by Hilton, as well as those surrounding Sprouts Farmers Market, the anchor retailer of the Ellis Village Center.

Mayor Arriola also conveyed his appreciation for the dedication and collaboration of city officials and departments as they continue serving residents and business owners with excellence.

Building and Nurturing the Community of Today and Tomorrow

Among the highlights of the event was a panel entitled Building & Nurturing the Community of Today and Tomorrow.

Moderator Jorge Barrera, Tracy’s Economic Development Manager, was joined by panelists Eric Neuenfeldt (Director, VOLT Institute), Patricia Virgen (Director, San Joaquin County WorkNet), and Clare Bhakta (Founding Executive Director, Open Innovation Centers) to discuss four themes:

  • Workforce development
  • Youth initiatives
  • Business support
  • Economic development

Their conversation emphasized the importance of aligning training programs with industry demand, expanding access to workforce opportunities, and introducing youth to both skilled trades and entrepreneurship at an early stage through:

  • Hands-on training programs in advanced manufacturing, including Volt-on-the-Go
  • Regional workforce resources available through WorkNet
  • Innovation initiatives such as pitch events designed to engage aspiring entrepreneurs

“It’s not just growth, it’s intentional growth,” said Barrera. “It's an opportunity… not just for today, but also for tomorrow.”

Positioning Tracy for Exciting Economic Opportunities

Mayor Arriola also talked about the City’s strong emphasis on its restructured priorities.

Community partnerships, strategic investment, public safety initiatives, infrastructure improvements and implementation of a strategic plan reflect efforts of intentional planning and collaboration to ensure a high quality of life for all.

He reiterated his desire for government accountability, fiscal responsibility, and platforms that encourage public transparency.

“As we look ahead, the next chapter isn’t just about reflecting on where we’ve been. It’s about steering boldly toward where we’re going,” he said. “The work of 2025 laid the foundation but the years ahead will define how Tracy grows, how we serve and how we strengthen our community.”
